Dr. Raju was born on 19th April 1963 in Faridkot, Punjab, India. Soon after his post- graduation from Panjab University, Chandigarh, Dr. Raju was selected to the IAS in 1985 at the young age of 22 and allocated to Tamilnadu cadre. During 35 years of his career, he has served in various positions in the Government of India and in the State of Tamilnadu. Dr. Raju is Visiting Fellow of Judge Business School, Cambridge University, UK. He is Honorary Professor in the Department of Public Administration, Panjab University, Chandigarh and Adjunct Faculty in the School of Public Policy and Governance, OP Jindal Global University, Sonepat. His book on public policy, ‘Ramrajya, the People’s Welfare State’ has received good critical reviews. He is presently posted at Chennai as Additional Chief Secretary, Government of Tamilnadu
