Fight Against the Drug Menace in Punjab

Why This Campaign?

Substance abuse has multi-dimensional impact. It impacts an individual’s health, economy, social relationships, and self-esteem. It equally affects the society as it has bearing on public health, education, productivity, economy, crime, law and order, governance, and prosperity.

Substance abuse is major public health problem in Punjab. One in seven (~15%) people in Punjab are currently dependent on one or more substance. This is much higher. According to a study the burden of cannabis, heroin and injectable use is 45.2%, 19.3% and 13% among children (18 years and below) who have used at least one other substance besides tobacco in one district of Punjab respectively. A UN report has singled out Punjab as the state with the highest levels of abuse of opium as well as dextropropoxyphene. According to another report, HIV positive persons among IDUs are 21.02% in Punjab against the national average of 7.2%. Total number of drug dependent population exceeds staggering 40 lakh.

Surprisingly, despite such an alarming situation, prevention and control of substance abuse has not been a priority in Punjab. Thus, ਨਸ਼ਾ ਛੱਡੋ, ਤਰੱਕੀ ਫੜ – Drug Literacy Campaign.

About the Campaign

The campaign has 2 components – Online Digital Campaign and Padyatra of the affected districts.

Online Digital Campaign

Dr. Jagmohan Singh Raju IAS (Retd.) has decided to go digital among the youth to help them become drug-literate. Dr and his team are aiming to collectively reach out to more than 20 lakh people on digital platforms such as Facebook, Instagram, Twitter, WhatsApp, Change.org, and more.

The digital campaign will include getting 1,00,000 + people to directly participate in the campaign by signing the petition on change.org and giving missed calls on the given number, respectively.
The campaign will also include raising awareness by starting a dialogue on digital platforms and sharing the importance of drug literacy.

Padyatra

Dr. Jagmohan Singh Raju IAS (Retd), accompanied by a dedicated team of volunteers, will visit nearly 2000 villages in 24 drug affected Districts of Punjab. During the Padyatra, Dr. and his team will have dialogue with the youth, meet drug affected families and interact with other stakeholders.

Drug literacy aims at prevention of drugs through information, awareness, and dialogue. It entails acquiring the knowledge and skills needed to successfully navigate the ecosystem in which we live – a world full of drug-related pressures. Youth, especially in the age group 15-21 years, needs to develop the competencies to survive and thrive in this world. To be “drug-literate,” Youth need to learn to assess the complex ways in which drugs impact the health and wellbeing of individuals, family, communities, and societies. They must understand the reasons people use drugs and the impact of drug use.

About Dr. Jagmohan Singh Raju IAS (Retd)

Jagmohan Singh Raju
IAS (Retd), Chariman

Dr. Jagmohan Singh Raju is a former IAS officer, thinker, author, and scholar of repute. Born, brought up and educated in Punjab, he topped the Punjab University in BA Hons (Political Science) and, at the young age of 22 years, joined the IAS in 1985. All through his career spanning nearly four decades, he served with distinction in various capacities in the Government of India and Tamil Nadu. Reputed universities like Cambridge University, UK have appointed him as an Honorary/Visiting faculty.

To serve Punjab full time, he voluntarily retired in January 2022, a year and half before superannuation, in the rank of Chief Secretary, Government of Tamil Nadu. 

Dr. Raju is a literacy specialist. He steered, Saakshar Bharat, the National Literacy Mission, from 2009-14. During this short period of five years, nearly twenty-five million adults were made literate. This unprecedented accomplishment and his other innovations earned worldwide recognition and was awarded the prestigious King Sejong Literacy Prize, 2013 by the UNESCO, Paris.
